On May 20, 2025, PSR Colorado, the Sierra Club and the FracTracker Alliance released a report on the status of Colorado’s chemical disclosure program that was created by a 2022 law. The Guardian published an article about the report and the April well blowout in Galeton, Colorado.
The new disclosure instrument is significant because it prohibits trade secret masking while still protecting intellectual property of companies. As we have pointed out, most FracFocus disclosures have trade secret masking and other chemicals may be left off the list for a variety of reasons. In addition, chemicals used “downhole” in any phase — including drilling — must be disclosed in the Colorado system.
Open-FF performed the analysis of data for the report, using FracFocus records to explore the extent of non-compliance to the Colorado law. Among other things, the analysis found that over 60% of wells had no disclosures at the Colorado ECMC site for fracking chemicals.
However, as of this date, about 10 days after publication, many companies have submitted disclosures to the ECMC, beginning the process of fulfilling the law’s requirements.

So far, it does not appear that drilling chemicals have been disclosed on the ECMC system.
